What on earth?

Ok, go here, and read the footnote on page 16.

When I read this, two thoughts flashed through my mind: 1) good Lord, I live in this guy's circuit, and 2) doh! the sentencing commission strikes again. It's like the Lynyrd Skynyrd song "Double Trouble," except with really weird legal problems.
